It's making a lofty pitched noise and it simply goes sour when I turn off the peak. How do I stop it (if I can)?

Probably cause by wear on a certain type of capacitor surrounded by the monitor where a ring of rope winds around the capacitor. The cable starts to get too tight around the capacitor and it starts vibrate against it, creating the noise. I've see these cause thud like that on motherboards and within power supplies before, this may basically be a relocated version. The easiest course to fix it is to replace the monitor. It sounds like you own a CRT. If that's the case, you've probably needed to get a unsullied monitor anyway. Even LCDs are cheap now.

try reducing the strengthen rate
(control panel--display properties--settings--advanced...
If that does't work, you may need a tentative monitor (they're cheap).
