You don't see this on commercially produced TV shows, but say on the word for example, when there's some piece about how the children of such and such academy got brand new computers, the screens hold scrolling lines on them. What's the reason for this?

You are seeing the retrace lines of that monitor. It not within sync with the camera. The tube shows are in sync
Electronic devices interference between the computers and the camera i.e. filming them.
graphics. monitor.. which dnt meeting with re-acquaint yourself with rates.. it will happen.. the re-acquaint yourself with rate of monitor.. and the capture rate of camera are different.... its close to viewing a monitor from behind a follower...
